Why does city hall accept marriage applications 24 hours a day?

"Yes, we accept marriage applications 24 hours a day." says the Ministry of Jutice. When a person dies, the spouse is entitled to at least half of that person's estate, but if no marriage application is ever filed while that person is still alive, there is no way they could ever have had a spouse. So that's why marriage applications are accepted 24 hours a day: so you can always be sure to inherit what you're entitled to.
